LED DRIVER 10PWM AND 10 ANALOG

HI EVERY ONE.
I GOT PROBLEM WITH MY DRIVERS MEANWELL LCM60.
When a Meanwell LCM-60 0-10v PWM driver is connected to the converter output it doesn't dim to 0%, the LED's glow at about 5% when sliders its on minimum. When the converter jumper is set to only put out 0-5v the driver does dim to 0% but doesn't get full power obviously. 

Using a voltmeter with no driver connected the low voltage is .03 if the converter is set to put out 5v or 10v. However, if the driver is connected the low voltage jumps to .5v when the converter is set to 10v output which explains why the LED's still get power. 
can some one get any solutions for that . K0508

Sorted out. Just added resistor 1K between ground and signal to driver on every each channel.
