It's amazing how much water temp can drop with evaporation, first time I put a fan over my tank I was rather surprised.
15mm is cutting it close, the 40mm x 10mm are perfect. I was disappointed how little air the small Noctua moved, I can't imagine you would want to slow it down, it is silent at full speed, the cage fan is definitely better inside the case if you want maximum cooling. If you get the fan linked above you only need to add 4 small mounting holes to lid so it might be something you can do. If you use Noctua you would need a new lid for sure.
